After the success of the Licking County Parks levy, the county library system contacted Clout to help it with its need to supplement a continuing tax levy that would not allow the system to expand and offer modern programs and facilities to local citizens. Clout conducted just one survey that discovered voter attitudes toward the library system and how locals used their local libraries. It then helped the campaign build messaging strategy which resulted in a strong victory that guarantees a strong agency for many years to come.
